Chairman of the Board of Directors, Logistics and Supply Chain MultiTech R&D CentreIr Prof Alan Lam is the founder and CEO of Sengital Limited and serves as the chairman of multiple spin-off companies including SenMedia Limited, Medisen Limited, HK R&D Limited and FunWin Game Limited. He is currently focusing on IoT and AI business. He serves CUHK and CityU as the adjunct professor to teach AI and IoT courses.
Ir Prof Lam is dedicated to professional and public services. He served as the Chairman of the Board of Logistics and Supply Chain MultiTech R&D Centre from 2021-now; Director of the Board of the Hong Kong Applied Science and Technology Research Institute (ASTRI) from 2014-2020; Member of the Innovation and Technology Support Programme (ITSP) Assessment Panel of Innovation and Technology Commission from 2012-2018; Member of Hong Kong Institution of Engineers; Founding Chairman of Technology Incubation Network (TIN) and Committee Member of a number of electronics and technologies associations including HKEIA and HKETA; and advisory board member in different committee of HKTDC.

Vice Chairman of the National Committee of the Chinese People’s Political Consultative ConferenceMr C Y Leung graduated from Hong Kong Polytechnic and Bristol Polytechnic UK. He holds Honorary Doctorate degrees conferred by four universities in the United Kingdom, Hong Kong and Shandong.
Since the late 1970s, Mr Leung had participated in the land and housing reforms in China and helped prepare the first land sale in the Mainland after China's constitution was amended in 1988.
Between 1984 and 1997, Mr Leung held senior positions in the entire political transition to the establishment of the Hong Kong Special Administrative Region.
Between 1997 and 2011, Mr Leung was a member of the Executive Council of Hong Kong and was the Convenor of the non-official members between 1999 and 2011.
In March, 2012, Mr Leung was elected the fourth-term Chief Executive of the Hong Kong Special Administrative Region. Since March 2017, he has been a Vice Chairman of the National Committee of the Chinese People’s Political Consultative Conference.
Currently he is the Chairman of several not-for-profit NGO’s established in Hong Kong, including the Bay Area Hong Kong Centre, Belt and Road Hong Kong Centre and the GX Foundation.
In 2022, he founded the Minxin Hong Kong School (Guangzhou, Nansha) and serves as the Chairman of the School board.
Mr Rudy HUI
Assistant Commissioner (Excise & Strategic Support), Customs and Excise DepartmentMr. Rudy HUI joined the Hong Kong Customs and Excise Department in 1995.
He holds a Master degree in the Chinese and Comparative Laws, a Postgraduate Certificate of Hong Kong Law and a Bachelor degree in Social Science.
During his 27-year service in Hong Kong Customs, Mr. HUI has been working in a wide spectrum of Customs works, including excise control, border management, intelligence assessment, Customs liaison and trade facilitation program etc. He was seconded to the Security Bureau between 2010 and 2011 participating in Customs and security related policies assignment.
Mr. HUI has taken up the current appointment as Assistant Commissioner (Excise and Strategic Support) since February 2023, taking charge of revenue protection and excise control, planning and development of major departmental projects, information technology development, trade single window development, supply chain security management as well as international Customs liaison and cooperation.
Recently, Mr. HUI has been steering the implementation of “Smart Customs Blueprint”. Through introducing innovative technology (e.g. Artificial Intelligence (AI) and big data analytics) in various Customs service regimes, the Blueprint helps enhance Customs clearance, law enforcement, trade facilitation as well as foster economic development.
Dr Robin LI
Deputy General Manager and Board Secretary, China Merchants Port Group Co., Ltd.Dr. Robin Li joined China Merchants Port Group Co., Ltd. in 2007 and currently serves as Deputy General Manager and Board Secretary of China Merchants Port Group Co., Ltd. He graduated from Tianjin University with a Bachelor’s Degree in Port and Channel Engineering and a master’s degree in International Project Management. He subsequently went on to obtain a full-time doctorate degree in Real Estate and Construction at The University of Hong Kong. Mr. Li has a number of year of strategic study, business innovation, marketing experience in port and logistics industries, and operation and management experience in digital transformation. Prior to joining the Company, he had served as Accredited Deputy General Manager of the Road & Bridge Project at China Harbor Engineering Co.’s Bangladeshi Office and Project Director at the International Division of China Harbor Engineering Co. Ltd. After joining the Company, he was Assistant General Manager of the Research and Development Department, International Division, and Commercial and Strategic Planning Department respectively, General Manager of the Strategy and Operations Department, Deputy Chief Economist and Chairman, General Manager of China Merchants Bonded Logistics Co., Ltd., Chairman of China Merchant International Technology Company Limited, Chief Representative of China Merchants Group in Djibouti, Chief Digital Officer of China Merchant Port Group Co., Ltd.

Head of Geotechnical Engineering Office & Deputy Commissioner of Mines, Civil Engineering and Development DepartmentIr Dr Raymond Cheung has more than thirty years’ experience in civil and geotechnical engineering. He has been participated in a number of mega infrastructure projects in Hong Kong under the Airport Core Programme, including Chek Lap Kok International Airport reclamation, Airport Railway and Western Harbour Crossing, before joining the Hong Kong SAR Government in the late 1990s.
He is currently Head of the Geotechnical Engineering Office (GEO) of the Civil Engineering and Development Department overseeing control of geotechnical works, setting geotechnical standards, testing and development of construction materials, mining operation and quarrying, cavern and underground space development, the Landslip Prevention and Mitigation Programme, slope greening and landslide emergency services.
He is a member of various editorial boards of international technical journals and various international technical committees such as the European School Scientific Committee of Landslide Risk Assessment and Mitigation (LARAM) and the International Network on Landslide Early Warning Systems (LandAware).

Executive Director, Hong Kong Council for Accreditation of Academic and Vocational Qualifications (HKCAAVQ)Mr Albert H P Chow is currently the Executive Director of HKCAAVQ. Prior to joining HKCAAVQ, Mr Chow was the Director of General Administration of Hong Kong Baptist University. He has also served as the Head of Academic Quality Assurance of the Hong Kong Polytechnic University, and the Director of Qualifications cum Registrar of the Hong Kong Institution of Engineers (HKIE). He has broad expertise in higher education, and vocational and professional education and training sectors in Hong Kong and beyond.
Internationally Mr Chow has made significant contributions to the education and professional practice agreements in the engineering and information technology fields. Over the years, he has led HKIE projects in outcome-based accreditation and out-of-jurisdiction accreditation that are recognised by international agreements under the Washington Accord, Sydney Accord and Seoul Accord. Mr Chow was also chairman/member of a number of working groups and committees set up by the Government and the public sectors.
Mr Simon WONG, MH, FCILT
Chief Executive Officer, Logistics and Supply Chain MultiTech R&D CentreMr Simon K Y Wong is the Chief Executive Officer of the Logistics and Supply Chain MultiTech R&D Centre (LSCM). LSCM was established in 2006 by the HKSAR Government and charged with the mission to research and develop relevant technical solutions to serve the logistics, construction and eCommerce industries in Hong Kong and the Greater Bay Area.
Mr Wong has more than 30 years of working experience in the commercial sector. Before joining LSCM, Mr Wong held a number of technology development and management positions in Hong Kong and Taiwan. Mr Wong worked at the General Electric Company between 1996 and 2004, and he was the President of GE Appliances Asia from 1999 to 2004. Mr Wong joined Johnson Electric in 2004 as the President of JE Trading Limited. He was highly involved in developing supply chain solutions for customers and exploring new business models. Mr Wong then joined LSCM as the Chief Executive Officer in 2011.
Mr Barry LAI
Head of Land Boundary Command, Customs and Excise DepartmentMr LAI Chi-wing, Barry, joined the Customs and Excise Department in 1994 as an Inspector. Throughout his service, Mr LAI has served in various posts of different job nature, mostly intelligence and investigation related duties including Revenue Crimes Investigation Bureau, Intelligence Bureau and Syndicate Crimes Investigation Bureau. In 2020, Mr LAI was promoted to the rank of Senior Superintendent and took over the command of Customs Drug Investigation Bureau. In 2022, Mr LAI was appointed as the Head of Land Boundary Command, and was responsible for managing the operations of the Control Points, combating cross-boundary smuggling and implementing Customs clearance facilitation measures.
Mr LAI graduated from the Faculty of Social Science in the Chinese University of Hong Kong. During his career, Mr LAI has attended overseas and Mainland development courses at various training institutes including the Chinese Academy of Governance, China Executive Leadership Academy (Pudong) in Shanghai and the Federal Bureau of Investigation in the United States.

International Vice President (East Asia), The Chartered Institute of Logistics and Transport & Special Project Director, Logistics and Supply Chain MultiTech R&D CentreIr Dr Lun received her PhD from the University of London. Her research interests are logistics and supply chain related technologies. She is a Registered Professional Engineer (RPE) with Engineers Registration Board in Hong Kong, a Chartered Engineer (CEng) registered with the Engineering Council in UK, and an expert (in Engineering and Logistics) appointed by the Hong Kong Council for Accreditation of Academic and Vocational Qualifications. She has received several fellowships, including Fellow of the Chartered Institute of Logistics and Transport (FCILT), Fellow of the Institution of Engineering and Technology (FIET), and Fellow of the Institution of Mechanical Engineers (FIMechE). She is a designated inventor at the European Patent Office, a recipient of the European Commission's Erasmus Mundus Scholar Award, and she received two awards at the Inventions Geneva. Her current and former appointments to serve government advisory bodies include Judge of the Hong Kong ICT Award, Member of the Town Planning Board, Member of the Enterprise Support Scheme under Innovation and Technology Commission, Member of the Hong Kong Logistics Development Council, and Member of the Hong Kong Maritime and Port Board.

Cheung is a co-opted member of the Logistics &Transportation Division and a committee member of the Manufacturing, Industrial & Systems Division, the Hong Kong Institute of Engineers. Ir Dr Cheung is a Senior Lecturer in the Department of Industrial and Manufacturing Systems Engineering, the University of Hong Kong (HKU). Ir Dr Cheung obtained his B.Eng., M.Phil., and Ph.D. degrees at the HKU. Prior to joining the HKU, he has worked in manufacturing and IT industries as a consultant for a number of years. He has gained substantial experiences in developing and managing RFID-based solutions, and the provision of consultancy services to implement RFID applications to various industries, including manufacturing and logistics. He has also participated in a number of industrial application projects of RFID and IoT technologies. His research interests include 3D Printing, Smart Manufacturing & Logistics, and Digital Twin, RFID, IoT, Robotics & AI applications.
Mr Eddie LEE

A pioneer in cross-border e-commerce logistics and fulfillment solutions. Total over 20 years of work experience in Asia, Greater China and US in the fields of courier express, freight and omni-channel/e-commerce logistics. Eddie is the Co-Founder of Hong Kong E-Commerce Logistics Association, formed in 2017. Concurrently, he takes up the role of Global Head of Commercial for Singapore Post, and with previous assignment as Regional GM in North Asia since 2020. Prior to that, he was the Regional CEO of ECMS Express for Southeast Asia region since 2018, and as Head of E-Commerce of SEKO Logistics Greater China since 2014. He also previously held regional positions in Lazada, eBay, Toll, FedEx and Cathay Pacific. Furthermore, Eddie is now a Board Member of Morning Express, a Hong Kong-based courier express company, a Board Member of Hong Kong’s Logistics and Supply Chain MultiTech R&D Centre (LSCM), and appointed as LSCM’s Expert Review Panel since 2019. He was also a member of HKTDC Logistics Services Advisory Committee from 2018 to 2022. Eddie graduated with a master degree in civil engineering from Stanford University, USA.
