Public Catalyst Drives Hong Kong’s Digital Economy Forward

Innovation and technology (I&T) is a key driving force for the development of digital economy and smart city. It fosters sustainable growth, enhancing competitiveness and unlocking new economic opportunities. The Innovation, Technology and Industry Bureau (ITIB) promulgated the Hong Kong Innovation and Technology Development Blueprint (I&T Blueprint) in December 2022 which sets out four broad development directions and eight major strategies, and establishes a clear development path and systematic strategic planning for Hong Kong’s I&T development, charting Hong Kong in moving full steam towards the vision of an international I&T centre. The Digital Policy Office (DPO) plays a pivotal role in driving the HKSAR Government’s transformation into a fully integrated digital government. This transformation not only reinforces the foundation for Hong Kong’s smart city development but also fuels the growth of a robust and agile digital economy. In this presentation, an overview of the HKSAR Government’s latest digital policies and initiatives will be shared with the audience.

Amidst the worldwide trade challenges and geopolitical uncertainties, Hong Kong Customs is dedicated to advancing Hong Kong’s status as an international logistics and trade hub through sustained innovation and collaboration with respective stakeholders. With a forward-looking vision, Hong Kong Customs has all along assumed the role as ‘Economic Promoter’ and has been implementing a spectrum of trade facilitation schemes and smart initiatives with a view to creating a more business-friendly environment.

Underpinned by the strong support from the Central Government, Hong Kong Customs will continue to join hands with the industry to take on the challenges ahead, and assist Hong Kong in realizing the digital transformation and bolstering leadership in the global trade market.

Enabling LAE to Fly Far while Safeguarding Aviation and Public Safety – Opportunities and Challenges

Low-altitude economy (LAE) is a national strategic emerging industry and an example of developing new quality productive forces. For LAE to fly far, safety is a prerequisite. With the great potentials for development, the low-altitude flying activities can be applied widely in various application scenarios. In unleashing the potential of LAE, the Government launched the LAE Regulatory Sandbox in March 2025 by bringing together research and development outcomes and corporate efforts, so that the low-altitude flying activities together with the corresponding pilot project concepts can be tested and trialled within pre-defined air routes and in a controlled and safe manner. As the LAE Regulatory Sandbox continues to move forward, the opportunities brought by the low-altitude flying activities have been increasingly noticeable, with the challenges associated with the pilot projects’ operationalization galvanizing further efforts of the relevant stakeholders to ensure the safe and sustainable development of LAE.
